THE Gold Coast could lose its title as theme park Heaven when Village Roadshow builds a $220 million park with thrill rides and a zoo west of Melbourne.

Entertainment giant Village Roadshow has put forward the $220 million African theme park proposal to be located at the Werribee Open Range Zoo.

It is hoped construction will be completed by 2010.

African Safari World is being touted as the new star in Victoria's tourism sector, attracting up to 1.3 million visitors annually and generating an economic output of $864 million for the Victorian economy over a decade.

It is expected to create 6700 jobs during construction, with a further 500 jobs during operation.

Village chairman John Kirby today said the theme park would combine spectacle and education in a world-class theme park which would include:

- The biggest and best family and thrill-seeker rides, some never before seen in Australia;
- The widest range of interactive and education zoo attractions in Australia; and,
- Specially designed African and Australian habitat walking tours.

Village Roadshow has a strong track record in theme parks where animals are the stars.

The company includes Sea World, Australian Outback Spectacular, Sydney Wildlife World and Sydney Aquarium among its properties.

Victorian Tourism Minister Tim Holding today left no doubt the State Government supported the company's latest plans.

"From our perspective, this is a very exciting proposal," Mr Holding told reporters.

"It's one that we think can bring great benefits, not only to Victorian families who have to fly all the way to Queensland, all the way to the Gold Coast, to see world-class theme parks."

"We think it's a fantastic proposal, it's one that we want to give very serious consideration to."

Nonetheless, Mr Holding said the welfare of the resident lions, rhinos, giraffes, zebras and other animals was paramount.

And he would not rule out the Victorian government kicking in cash for the park.

"We have been concerned for some time that without a theme park here in Victoria, we are losing visitors, potential visitors from interstate and overseas," he said.

"Whether a direct financial contribution is required from the state, obviously we need to work through that with Village Roadshow."

"Ultimately, we would make a judgment on those sort of questions based around the benefit to Victoria, the economic benefit, the jobs, the investment, the opportunity that can be created from what is a very exciting proposal."

He said Village Roadshow approached the government last year with the proposal.

Zoos Victoria had been briefed on the proposal, but was seeking more information, the minister said.

Village Roadshow International Theme Parks chief executive John Harnden said today the attraction would be comparable to the Disney Animal Kingdom in Florida.

Comment was not immediately available from Werribee Open Range Zoo.

Yep, I can't wait to see if it goes ahead! I am so exited about this, it will be great for Victoria.

Would be good if it does go ahead. And has a HUSS Topple Tower too, this would be interesting

Yes, I can't blame you HUSSR for your scepticism - there have been many grandiose plans come and go over the years, but this part of Melbourne seems to always be the proposed area. (cheap, flat, stable land, close to the city)

It certainly has a lot going for it, and would draw some good synergies from the existing safari-style zoo. There will be inevitable debates about the animal welfare - but this is done successfully in many other areas of the world (Serrengeti Park and Busch Gardens being two very nice examples)

if it comes to some agreement with Village that werribe zoo has full control over animal wellfare, then I could see it being a possibility..... I just think its going to be too complicated, and theyre gonna get our hopes up like Paramount's at Docklands...

Well, Huss has won 5 Dollars. The project has been scrapped.

"THE State Government wants to press ahead with a tourist theme park in Victoria, despite the collapse yesterday of controversial plans for a $220 million Disney-style African safari park at Werribee Open Range Zoo.

Tourism Minister Tim Holding, who enthusiastically backed the scheme by Village Roadshow, yesterday conceded the park was not feasible.

"While the tourism merits of the proposal were clear, we felt the financial contribution that would be required from the State Government was too great," Mr Holding said.

As revealed by The Age yesterday, an inter-departmental committee had identified several problems not considered by the Village Roadshow scheme.

These included issues of multiple land titles, the complexity of transferring Crown leases to a company, roads and transport issues, the potential loss of revenue to the existing zoo and concerns over animal welfare.

Senior Government figures were also concerned about the Government spending millions of dollars on a theme park at a time when it faces major challenges in areas such as public transport and health.

Mr Holding said a cost-benefit analysis of the proposal would remain secret because of commercial confidentiality. He denied being embarrassed by scuttling a project he had backed. He said he remained excited by the idea, which had the potential to fill a gap in the Victorian tourism market. The state does not have a theme park.

Village Roadshow spokesman Ben Wilson said the company was disappointed its proposal had failed and it would seek a debriefing from the Government.

"At this stage we're moving on to concentrate on our new projects in NSW, Queensland and New Zealand," Mr Wilson said.

"That's where the growth prospects are."

While strongly supported in principle by both Mr Holding and Premier John Brumby, the Safari World idea was vigorously opposed by some animal experts, local environment groups and supporters of the three Victorian zoos.

Zoos Victoria, which oversees the Werribee zoo as well as Melbourne Zoo at Parkville and Healesville Sanctuary, was an early opponent of the plan before softening its tone, apparently under pressure from the State Government. Yesterday Zoos Victoria chief executive John Wills welcomed the Government announcement on the safari park proposal.

"Zoos Victoria is finalising a 20-year vision and I look forward to working with Government on our exciting plans for the future," he said.

"We're looking forward to further developing Werribee Open Range Zoo as a true iconic tourist destination for Victoria."

Friends of the Zoo spokeswoman Christina Dennis said the group had been worried about the impact of theme park noise on the animals at Werribee zoo and yesterday's decision was a fantastic result.

Shadow environment minister David Davis said the announcement was a major rebuff for the Government.

"This is an example where the voice of the community was heard because a large number of citizens and friends of the zoo made it clear they would not tolerate a secretive tampering of the zoo," he said.

He called on the Government to release the committee report.

Village had sought a free 99-year lease of crown land and had reportedly asked the Government to contribute $100 million."

Wow.... didn't see that happening, oh well, the Victorian Government seems to be throwing around ideas of theme parks here.... Hopefully somewhere and sometime we will see something... oh well, GC is only a few hours by plane, who cares
